That what I mean when I say $200 is probably fine. Because this guy probably just wants a "bike". He doesn't know or care what tires are on it as long as they hold air. He doesn't care how light or effecient the bike is as long as it moves when he pedals.
Bicycles are very simple machines and have not change very much fundamentally over the years. A bike from the 70's feels awfully similar to a bike from the 20's. In terms of turning muscle energy into forward movement, even the worst bike is pretty dang good mechanically speaking.
