I think it can be turned around, but it will take time and a coordinated effort. First it needs to be shown to work in a few locales. That can be used a case study by academics and have a few articles written about it by the media to spread awareness. After that it's a matter of replicating that success and resisting the big $$$s who will try to subvert it in their own self-interest
