Because here it is. On top of this threaded pipe thin aluminium pipe slides in and clamps with clamp, which isn't problem as you're not supposed to exert any force to steering column. It is steering column, not handle pole.
That steel pipe has questionable design where there is washer welded with just 3 spots and is supposed to handle whole weight, but in worst case shit breaks you will just have no suspension and front fork will fly off.

Kinda worrying, but at the same time, I've replaced this shit with angle iron bracket for wood beams and such and it would have been OK if I drilled holes right, not at an angle.
