making the front chain ring smaller means you shorten the chain to maintain tension of course
but the RD is still limiting the amount of swing between the smallest and largest cog on the cassette
one thing you could do is to give up some of the smaller sprockets and start at around 16 teeth with small jumps at first then ramping up to 2 or 4 teeth jumps then 8 or 10 tooth jumps
