they're 700c wheels. you can either buy 25mm or 28mm tyres in 700c. Measure with a ruler to make sure the latter fits with a little room spare. For tubes, those are schrader valves. Most road tubes have presta valves. You'll want to make/ buy a little adapter that steps the hole down a little if you use presta, which i would recommend. 700c ~25/28 tubes with schrader valves exist though.
You won't find new rubber hoods for your brakes. I'd just replace the brake levers. Pic related are cheap, good and come with new cables so you could re-cable the brakes at the same time.
Get new bartape. It's easy to wrap. I suggest fizik microtex classic.
I would also buy new brake pads & new modern bmx/mtb style pedals and a new saddle.
i like to buy stuff from wiggle. Iunno what you'd use in the US (?) but check it out.
the other thing you should do and this is harder but by all means doable is clean and re-pack all the bearings with fresh grease. I would also buy a new chain and service the derailers jockey wheels. I'm not really sure wtf is going on with the shifters either.
