pretty much any better spec 90s bike, road or mtb, is gonna have double wall rims.
I don't entirely disagree with you that they are very likely to be worn out, either the brake track, spokes, or hubs, however they weren't inherently bad quality in any way and some nice ones do still float around.
It's also true that your stock rims on whatever budget bike are also likely to be inadequate for touring.
