I think:
>PNW- Lots of hydro and gradients, an ideal place to start
>South West - Already high power demand, some gradients, would be a secondary consideration
>North East - Good for crossing Alleghenies, though existing high demand on electrical grid.
>South - Though there are some hills, mostly lower lying land. Might be feasible to do on lines with gradients, otherwise not a compelling case.
>Midwest - mostly flat, large distances between destinations (transmission losses), not much point
