There are some projects in the works but because it is filled with the trash of humanity, there is little hope of rejuvenating this city unless there is gentrification. From what I hear, there is some gentrification going on though and someone suggested buying property in the Ironbound was a good idea, and it's probably true. The proximity to NYC and all the transit makes it an awful shame Newark is filled with such trash.
