Without any means of organizing collective action and societal improvement, everyone is encouraged to provide their own transportation. Every company just starts its work hours at the "normal time" because there is no real incentive for it to be any different - they aren't paying their employees while they commute. Companies also have incentive to demand their employees use their own transportation, as public transit is seen as unreliable, and in many places it is because of that aforementioned practice of forbidding employees from using it.
Obviously if some state planning board could step in and make an efficient transit network and stagger workplace starting times, everything would be better. But try that line of thinking, and everyone cries about "communism" and "big brother". Which is why China is going to dominate the West in the coming decades and centuries. Industrialized society and an individualistic, selfish attitude go together like oil and water.
