>>1370328In the Titanics case, she listed about 6 degrees to starboard at first due to uneven flooding. As the flooding progressed it levelled back out. There are reports it listed to port when the 1st class passenger gangway was left open & became submerged but again the ship levelled out. So the list was minor enough to allow the lifeboats to be lowered on both sides. That issue was pretty minor in the Titanic accident, lifeboats being lowered onto each other was more of a problem.
There is a critical maximum angle to which a lifeboat can be launched. It depends on how far the davits extend & how high they are from the surface. All are parameters that are unique to each hull. I think the typical max angle is less than 15 degrees or thereabouts.*
