We have nothing currently in construction, well, yeah there is a new rail tunnel being built from Bergen to one of the side towns that'll improve regularity and allow for higher frequency by introducing double track rather than single track. But that's the only thing in construction, so it's still irrelevant.
If you mean exclusively less advanced rails, Oslo is in the process of ordering new trams, and some tracks need to be upgraded for that, which is also currently ongoing.
In planning, there are much more interesting things. The coolest one is probably the new metro tunnel in Oslo, currently all trains on the Oslo metro system run in one tunnel which limits what they can do, with another tunnel they can improve frequency and they'll also serve new neighbourhoods.
Another exciting metro project in Oslo, that may happen earlier, is an entirely new line to an area with much development, and it'll also serve as a shortcut between the western train station and the upper parts of the city and metro network.
This map shows on the top, how it'll look when they only build the new line to west to the developing part, and the bottom is their dreamed future that'll never happen, but it also includes the new tunnel through the city. Especially the expansions to the pink line in the bottom picture will never happen, and some of the proposed extensions are impossible too. But it gives a good idea of the future, especially in the central parts.
Outside of Oslo, Bergen is building light rail, they've finished their first line, and will soon start contruction on a new line to the hospital and another neighbourhood.
After that finishes, they'll build another line, but there's so much disagreement on where to build that so they've postponed it a bit.
