Consider not bothering with a steel SS conversion until you've ridden a geared bike around without shifting for a few weeks. Single speed is okay and the gains in drive-train friction are nice but not huge, and eventually it will be annoying if you are riding for recreation. For a city beater it almost makes sense because it needs less maintenance, but the cost of building one is stupid compared to just getting a shitty geared bike and waiting until the parts crap out (which would probably be years and years). It's just not worth doing if you don't have the money for a vanity project. You are scrimping on the frame already, so you are not in a place to build one. Get a $30 single speed conversion kit and slap it on a cheap aluminum hybrid if you must
