There are a few exceptions with old road bikes, but not with mtbs. Invariably it's a crappy very low end frame.
That style of annoying to adjust, wrench needing, steel seatpost is also -almost- a line in the sand. Some hardrocks etc which are still reasonable cromo frames had them but if you're actually looking for something properly nice that means it's not.
both those things are very easy to just tell visually. The other major tell of a crappy bike is 1 piece cranks, which that bike doesn't have. Or, if you're looking for something properly nice, you'd avoid anything with a crank that has riveted chainrings.
