And due to #vanlife people flooding to Portugal and parking all over the place it generated some animosity some time ago. Now it's not really enforced on campers and most people don't care but if for some reason police sees you, you can be fined. Not likely at all, should be said, but please be mindful of that if you decide to set a tent. Sleeping bag you're fine.
