For the last miles, connect larger recipients to the rail system, use either battery or overhead line powered electric trucks, and develop lighter rail systems like cargo trams. Or just fucking haul small things nearby with cargo bikes or electrically boosted hand carts.
Imagine pic (Zürich, 1941), but with modern low-floor tram designs, pallets, and pallet jacks. You could really get some work done without on-/unloading slowing down passenger traffic.
