Secondly, I dont really understand how the only real fleet operators are pizza guys in your world and anyone who buys a new commercial vehicle is a subsidized oligarchy. From my experience fleets buy new vehicles because they want the reliability of a new vehicle as well as predictable servicing costs associated with buying a whole bunch of new, matching vehicles and having them all do the same or similar work. If a delivery company could get the same performance and up-time out of a fleet of 1992 corollas as they could a fleet of 2021 priuses I'm sure they would. But the problem with old cars is that they break down a lot, and you arent getting your money's worth out of parts before you have to replace them.
