If I were to make a commercial, I would show him drinking, driving, being arrested, going to court, all the steps as realistically as possible. Then I would show him take out his checkbook and hand over his money to all the relevant authorities, first the court, then the program, then the insurance agency. Then a scene where he looks remorsefully at his car, with a tear rolling down his cheek.
At the end of the day, the decision to stop comes not from the cops or the courts or the families affected. It comes from the mind of the potential drunk driver.
Another step I would consider would be putting these signs up in the backside of bar doors. That moment when the patron leaves the bar, that's the critical time for a last ditch effort.
