That's not enough, even if there's a zero percent chance of being hit by a car there's still the problem of the traffic control systems being designed around cars that can accelerate fast and you're still breathing in their fumes all the time.
It's not that big of a deal if you're not along them for long, but going more than just down the street this way is very unpleasant and inefficient which just makes people use cars instead.
