Y-shaped steel ties specifically are often used in areas where you want to reduce horizontal shifting, which is why you find them quite regularly in mountain stretches for example. But they also good for areas where you want to avoid building deep track beds or are fairly restricted in width. Biggest downside are of course the costs, which is why they're only being used where it's necessary.
