Agriculture used to be a segment of the economy which constantly produced economic misfortune until market forces were greatly curtailed. Now it's housing which causes our problems. There's a reason why food, healthcare, utilities, etc. are all either highly government regulated or government run. Almost every nation with a high home ownership rate is either communist or was communist at some point.
In short, the only solution is the state flooding the market with housing supply, deflating the housing market. Sell houses to the masses at the actual price of construction, rather than the inflated to hell market price.
