If used bikes (along with your ability to discern good ones) are out of the question and you're only aiming for new, I'd strongly recommend having a budget of MINIMUM 300, but preferably 500.
I'm not too familiar with Decathlon bikes myself but I've heard that their quality is pretty good as far as departament store bikes are concerned. Pretty sure I've heard anons say good things about the Triban too.
You should look at that or the Riverside in picrel. although /n/ will usually shit on hybrids I think they tick off all boxes when it comes to do-it-all bicycle that can still go fast.
