Check for the stickers on the seat post, if the bike is made from quality tubing it should have a sticker there proudly telling you what it is made of (beware, can be fake in some instances). Lower end manufacturers will use "leadpipe" tubing, you can identify those because it just says " high end CroMo steel tubing", the important thing is what they omit, no maker, so it is not from a nown tube maker but from China no buttet, so the tubes are not butted.
Also make a test drive and check if bike fits you and you are happy with how it handles.
