I prefer this to permanently mounting the basket and removing a bag because 1) the basket lets me see where everything is, especially useful when digging something out while riding, and 2) I mount my light to the basket and then it doesn't stay on the bike to be stolen. I also think it looks cooler.
toolkit and edc secured under a cargo net and other cargo goes over that with a bungee strung through the top that keeps everything from bouncing out.
and I take this rig offroad and down stairs, it stays secure. I used to use a curved wire on the interior side around the washer but sometimes it would pop out on e.g. staircases and eventually the wire stress fractured but the bungee is much more secure
