Chainstay is shorter, bottom bracket is higher so you can run a bigger gear and crank and don't touch ground in steep curves, seat tube angles and fork rake are also steeper. It's like you take a normal road bike and make it a little shorter and with more ground clearing and more aggressive angles. The bike is less comfortable on long rides and less stable running, but it reacts much quicker and you can do more aggressive manoeuvrers with it. My bike is a little special because it is a road bike (it has road dropouts) but a track geometry, most plausible explanation is that this was intended for criterium racing, that's bike racing on tight street track in a city, in this scenario the track geometry makes a lot of sense.
