Red - main road with heavy traffic;
Orange - side road with regulated traffic (parking spots, lower speed limit, one lane, bike lanes etc);
Blue - driveway, usually a connection between properties (blocs) and roads, minimal traffic, car parking zones, not all blocs connected as the thru traffic ways are usually closed off (you're supposed to leave the car closer to the road and walk that couple of metres).
Yes it is post-soviet design cancered up with more cars than it was supposed to handle.
