To register your vehicle, you must prove that it has a dedicated, appropriately-sized parking space within 2km of your home address. Usually that's on your property (driveway) or you rent a spot in a garage/lot. It's easy enough to circumvent the requirement and get a certificate, so the policy is backed up by a ban on overnight street parking.

Pic shows: a big ass road (but people still park on the sidewalks), a little road (gotta crawl across the passenger seat??), and a common way dissuade people from parking on the sidewalk.
