There are usually little screws on the outside of the brake arm mounting post ("spring tension screw" in this image) which, when tightened, cause the brake arm to pull outward. What I would to is try to balance the clearance by adjusting those screws. Loosening them brings the pad closer to the rim, tightening them pulls the pad away. Usually my MO is if I find myself tightening one too much to pull one side away from the rim, the approach should be to loosen the other side. Keep in mind, if your wheels are out of true, wobbling side to side, it may not be perfect for the entire circumference of the rim. If that doesn't help, it is probably then time to adjust cable length.
