It's also worth finding a shop that has experience doing bicycles. Powdercoating shouldn't obscure pantographing or lug lines but if they lay it on too thick, it will. I had pic related done and i think it's quite good for the pantographing.
Is that what you mean by indented text? You could just paint in it with a fine brush after. People commonly do lug lining that way. Look it up. It wouldn't need to be masked. They could mask off sections and not powder them though. You don't want to ask them to do two paints. A shop that will be enthusiastic about a complicated job will be an expensive shop catered towards hobbyists and restorations. I assume you want cheap so you want lads who paint boat railings most of the time or whatever.
