It's designed for commuters that have to commute ~25-50 miles every day. Nearby ACE, who does the same thing on the Altamont Pass, goes for 75 miles. This setup only makes sense in America where joe blow can buy a $350k fixer upper in southern Stockton but commute to his $250k/yr facebook or raytheon job every day.
