Smallest you can get for normal 110 mm BCD cranks is 34 tooth.
7-speed currently is bottom tier, only lowend groupsets like tourney feature it and freewheels are pretty much only found on BSOs these days.
So not much of development going on there anytime soon.
In your position I would consider either a 14-28 freewheel, giving you a 1:1 climbing gear, or switching to 11-28 cassette on a freehub with the same climbing gear, but a higher gearing range.
