Soak the whole thing in WD40 (including the inside of the headtube), loosen the bolt at the top until it protrudes from the stem, then slam it down with a single hammer blow, it should make the wedge inside the headtube loose. If you cut the bolt, you'll just make it harted to remove the wedge. You can also turn the bike upside down and use a hammer and chisel to get the wedge off.
