Capacity is to do with chain tension, this is affected by the distance between the Guide and tension pulley, and also the sweep of the P pivot spring

28T (the RD can handle 9 more teeth of capacity than this so is slightly under utilised)
Front Derailleur also have limitations, mostly to do with chain skew, and a little bit to do with chain tension.
the cage has to be long enough, and wide enough so the chain will not hit it.
but also not so long that it collides with the chain-stay, or so wide that it collides with the rear tire.

anyway parts will work slightly outside of the maximums stated by the part maker
but its harder on the springs and pivots, and the shifting quality may not be so good
