It looks like a cheap unibody alu shell so maybe they never intended it to be removed if it's flush with the inner shell radius, otherwise you could use picrel thingy in the size that fits in the axle hole and punch it out.
Is it really flush? In the pic there seems to be a divot around the edge. Otherwise throw that shit out.
Also, aluminum has a much higher thermal expansion coefficient than steel, so you could try your luck by heating the hub up and hammering the cup out with a screwdriver.
