>>1184450Looks like blocks of concrete as a substitute for asphalting between the rails. Maybe they can even be lifted out for track maintenance etc., if cars aren't supposed to drive on the tracks then the slightly irregular surface won't matter much.
I remember something similar from the mexico city light rail level crossings. Not the best pic but you can kind of make out the concrete blocks, in this case with metal corners.
