>>1166354idk, think about the savings longterm tho. It is so much easier to put it underground then with no traffic/city life or pipes to worry about as opposed to building an el then potentially shifting it underground.
One of my fantasies is if the major cities built on landfill like Boston etc. were able to plan ahead and build subway tunnels for super cheap while the land was still unoccupied as it was being infilled/reclaimed
