Class 1 freight companies already hate caring for the up keep of their lines, they'd be happy to hand over up keep to the government. But the freight companies would obviously get to keep and own their rail yards.
The whole thing would basically function as the current interstate road system does. And politically that's how you could market the bill as; "The Railroad Interstate Freedom Act" of some dumb shit like that.
