>>1388353Don't wear heavy pants (or top), you'll just wind up soaking in your own freezing sweat. Big thick coats and such are for when you're not doing anything strenuous and sweaty. Cheapest thing would be some tight, stretchy polyester pants (never cotton, cotton just soaks up and holds sweat and makes you feel miserable) from walmart with something light and windproof over that if necessary. Your legs should be the easiest thing to keep warm since they're doing all the work.
On top basically the same thing, a tight polyester shirt with a light jacket to stop the wind. Investing in a good jacket will be well worth it. You don't need thickness and warmth as much as a tight fit - especially around the waist, wrists, and neck - to keep the wind out. A windproof front and ventilated back are ideal, plus a lower cut in back. You don't need a "cycling" jacket to get all that though, you can find jackets like that at a sporting goods store for much less that also aren't neon yellow and covered in logos. If it's super cold maybe add a sweatshirt under the jacket and a ski mask.
