I just bought one myself, 14-28, pic rel, for $22kiwibucks, which is pretty good, and it seems surprisingly nice quality (unlike everything else tourney). It's a really good value option. There are cutouts in the cogs and it's ramped and shaped like a cassette would be, for good shifting.
vintage mtbs had surprisingly narrow cogsets too. It wouldn't be 'wrong'. Deore first used to be a touring groupset. I've got an XT derailer, off a vintage mtb, which is 28t max. The cage is short like a road mech.
Another way of dropping your gearing aside from a wide freewheel/cassette is a lower granny. You can probably do it.
