The version sold on the Just Flight store shows 19 included liveries. It also claims to be Steam compatible.
The version sold on the Steam store (as you found out) has only 3.
Apparently you didn't even look at the user reviews, despite the product getting "Mixed" reviews on Steam. Numerous negative reviews pointed this out.
Instead of realizing this error and refunding the Steam purchase, you doubled down on the stupid and bought the extra livery pack from the Just Flight Store (you still didn't get the 16 missing liveries included in the base product).j
As you've found out, apparently it won't work with the Steam version of the same damn software... strange, but whatever. Installing liveries is piss easy, I bet I could have manually installed that Livery pack, but to be honest there's no way I was going to talk you through it, or have any expectation that you could figure it out.
It was nice of them to respond to your e-mail, and not call you an idiot. I guess that's what they get for trying to sell stuff on Steam.

Steam apparently has stupid rules on using corporate logos/branding and these guys would probably have to get licenses from all 19 airlines to add them to the steam version. Or else simulator devs just skirt IP law. Steam probably even wants licenses for the defunct airlines too, who knows. JF probably said fuck off to doing that process 20 more times.
They were nice enough to refund your liver pack purchase, but that was the wrong move. They should have refunded your Steam purchase instead.
