I would think evenly packed panniers wouldn’t have much horizontal issues compared to a drybag strapped on top of the rack center and the difference of weight height would be bigger than difference of weight wideness, I’m not twisting around or doing whips (although 1-3ft drops may in the plan, I will be riding green and blue level mtb trails on a rigid 2.5” tire drop bar bike that has a sturdy light rack) I would be getting small well-secured panniers (13L each pannier) and I don’t really have clearance issues where I ride in the desert and thin forests
