Step 1: reform the US government into a corporatist integralist or fascist society.
Step 2: major financial reform to all aspects of government and business.
Step 3: use nationalized money and excess taken out of foreign involvement funds (we are now mostly isolationist) to pour money into infrastructure like no tomorrow.
Step 4: using both professionally private labor, government welfare paid labor and force labor of criminals, build separate hsr rail lines along freight routes to create extensive passenger and auto-carrying rail network (compensate airline industry with massive airport and atc improvements as well).
Step 5: heavily tax trucking on interstates, Subsidize upgrading and modernizing and revolutionizing US rail freight to make the long-haul tractor trailer ovsolete. Intermodal shipping times must be within 10% of the time and reliability to ship using trucks or less ir the trucking tax is waved. This encourages rail use without disrupting indistry as the system goes thru teething. Displaced truckers become railroad men (bear in mind truckers have a role to play still not all are displaced).
Step 6: Costs of he highway system decrease with less heavy traffic. Saving are used to build bike friendly routes, improving societal fitness.
Other money is invested into the locomotive industry. Cool shit happens, like maybe we use hyper efficent and powerful new built steam locomotives that burn garbage and non recycleables to power North America's extensive freight network. Electrification and diesel development as well will help secure the US's position as one of the world's top exporters of railroad equipment, and our impressive rail system will encourage other nations to mimic us.
Auto industry is compensated with better roads, subsidy for developing more efficent cages and contracts to build rail equippment. America's transportation infrastructure woes vanish, and we become dramatically more profitable and indistrious in a matter of years.
