Romania's trains are often slow but they're reliable enough, and the rail network is surprisingly extensive. It's FAR from the worst in Europe.
I'll have to go with Albania being the worst. The country has two short passenger lines which are laughably short and inefficient. Heck the country doesn't even a functional bus transport system. Outside of the few major cities bus stops are virtually unheard of.
