The crash barrier on the other side isn't finished the entire way across, so they have a lane closed for driver safety!
I'll see if I can light a fire under their ass by sending a message to the mayor / area councilor. I included link to the engineering licensing body's discipline page pointing out how this meets the standard of professional incompetence / misconduct on the part of the project engineer.
On every other road construction project I've ever encountered the sidewalks are a finished long before the roads get paved. This one is classified as an MUP, so they will probably use asphalt instead on concrete and were probably too lazy to bring in a narrower paving machine. Its next to a freeway so they probably want to add a wall / fence all the way to the intersection too.
