almost all bikes have plastic ones
just cleaning it is enough.
The clutch thing is true though. This can be a problem area, it is simply a matter of cleaning it though, there's no need to devise anything else.
>How is the pully install supposed to work?i guess similiar to the cable guides that are on top of the bottom bracket shell, but, a pulley, that's on the bottom of the seat tube. That's a sound idea. I've routed different cables with those clamp on pulleys a few times for various reasons. Seat tube pulleys also commonly existed to convert top to bottom or bottom to top pull front derailers on early mtbs, often brazed on.
I don't see why it would be necessary though for any normal case.
