Don't get angry with them or they will be defensive, just act like you're dissapointed with a child and trying to be pragmatic. Have them agree to call their insurance when they get home, and admit fault. Don't attempt to evaluate damage on the spot. Then next day you take your bike to a sympathetic shop, that sells used bikes, and have them quote how much they'd sell the entire bike for, as the frame/fork is damaged. Unless it was a really minor accident with a hiten bike. Call the man and make sure they have contacted their insurance. Then call the parties insurance, who will comply as their man has admitted fault, and give them the bike shops details for the quote. I got $1000 for my old girl that way last time. I still would have rather not been hit though.
If they are not acting sympathetic (and they won't if you're justifiably rude to them), or give any signs they won't follow your instructions, call the police and out of their earshot say that you've been hit and they reek of booze and are slurring their words. That way they will actually send someone. Try and get witnesses. If you want to really fuck them and you live in murrica maybe then you might want to see a doctor and a charlatan lawyer and complain about anxiety and neck pain or something.
I definitely wouldn't ask for cash on the spot unless they offer it, because then they're just going to think you're fleecing them and try to get out of it.
