Bikes like these are light and have nice wide gearing. That's your best option for commuting around lots of hills in a city
It's the cheapest 'best' option.
If you can't afford that, then you taper off towards heavier and heavier and shittier and shittier hybrids and then eventually if you're lucky with a used market, price wise you drop out the bottom again into older superior bikes which might need a bit of work.
