Single family homes are not very efficient at maintaining either, on top of that. The spread out infrastructure such as electric poles and water systems are much more vast, easier to have fall to ruin, and in general cost more to maintain or even worse, completely replace. It also makes providing plumbing, sewage and electricity is far more costly. And look at America if you want to see how much of a waste of money lawn care is. I work at a garden center and it is insane how much money people pay for 30 bags of mulch.
