other problem is HSR needs their own grade and right of way. which means you need to clear land in developed areas. that gets terribly expensive in the USA. Unless you have the political will to use Eminent Domain and jew land owners for pennies on the dollar of their land's market value. Basically political suicide, because no one in the US outside a minority would see the value in build the HSR before their is demand.
You also need commuter rail lines to feed into the HSR system, with connections to airports and access to interstates. All while keeping the stations in population centers.
