How would you make tons of rails like that?, you would need decades of drilling . Stopping to get into a hole in the middle of the street?, that would cause really long queues, not to mention trucks and other service vehicles need to stop on that side of the road for unloading stuff, what would happen with them? etc, etc...
It's amazing how someone can think about stupid things and being cheered about them. I suppose in no time he will bring to the masses the blimptrain.
