Trucks cause the overwhelming majority of road wear and capital costs of roads are higher because they are built to handle trucks.
Yet truckers and trucking companies are not paying (in fuel taxes, rego, insurance and other taxes) NEARLY the amount proportional to the wear they cause.
This essentially means that costs of trucking are passed from the consumer to the local taxpayer.
Rail can't compete with free infrastructure.
